Sure, but it has to be done case-by-case. My point is that the argument should not
be "all layouts
should be updated to match the latest version strctly".
I fully agree with you. But for the journal classes whose layouts I maintain I had a look in the
submission guidelines and added the necessary styles to the layouts.
For other classes like e.g. KOMA or memoir, it is of course not necessary to add immediately every
new style.
There are cases where the macros are just
deprecated and should eventually be replaced. I think using the deprecated
versions is good enough
during stable releases.
That is not the problem but the new styles that needs to be added to fulfill
the submission guidelines.

Sorry. I'm often very tired when reading my mails in the late evening. In German we have a proverb
"Ironie zieht geschrieben nie!" (irony doesn't work if it is written)
But the serious part in there is that there is no
general rule, every journal is a special case.
Yes and I think that every maintainer is responsible to keep his layout up to date to fulfill the
submission guidelines.
