If no language is installed, LyX will be in english (no need of a po
file for that). An empty LINGUAS file is a reasonable idea for an
exglish speaking user (although --disable-nls works even better).
One thing we don't do (yet) is respect LINGUAS (and --disable-nls) for
installation of documentation.
