By Executive Order we are from now on using doxygen for our source
documentation.
Doc++ just had too many problems.
However doxygen supports the same sysntax as Doc++ so we don't have to
change anything.

for an example of how the documentation will look.
It will be a lot better when it is documented properly.
Also note that we will have a harsher documentation regime when
1.2.0cvs starts up. Patces without documentation will not be applied.
(We should also work to complete the docmentation backlog... we have a
lot of code that has not been documented properly ... and I have been
just as bad as the rest of you...)
