I don't know if this is technically possible. But Lyx knows, which packages it 
needs. So why not put these packages that are needed by Lyx into the bundle and 
say that these are installed from there instead of from the net.

Especially for beginners (and people that use the bundle are often beginners) 
it's very hard to know what is missing and how to install this later.
