This was my proposal some days ago. I support that and can implement it.
I think it should implemented as a list of version control systems LyX should
try.
And the bonus could be to use the first of them for registering a new file and
not RCS
as it is currently.

I'm in favor of having some better settings for the version control
system(s), but I don't like to have another option whether to use VCS or
not. Either it will be enabled by default and there is absolutely no
reason to disable it for the user, or it will be disabled by default,
and users won't discover this option.
