Will this mean that we will not be allowed to put bib-information

At the earliest point in time, this will be released in the end of
2012 indeed.
This seems long, but in practice we need the time. Fixing all little
bugs
that come with a large new feature just takes time. And we want to keep
the file-format stable for some time.
Any user is free to clone and compile the file-format-change branch.
However, he should know what he's doing, because the file format will
regularly change.
If I'm following this, the thought is that the next release with a
changed file format will take about the same amount of time as we had
between 1.6 and 2.0.
Or between 1.5 and 1.6...
If so, then that part isn't changing. What would be changing would be
what happens in between releases.
Let me mention one very concrete reason not to want to delay format
changes too long. Perhaps one of the most annoying and problematic
things in LyX is the whole InsetBibitem mess. Fixing that means a
format change, obviously. It's one of the the major things I'd like to
get done.
Let's not be dogmatic. If the branch is ready in a year then we release
3.0 in a year. If not, then 6 months later, etc.
Now, as exciting as all of this is, someone want to give me a second
on the patch for #7490?

I'll have a look at your commit.
