Polyglossia seems to support it. Here is the relevant excerpt from my log:

Package polyglossia Info: Default language is french. 


I also get the whitespace when switching to babel. The frenchb manual 
documents many changes in favour of XeTeX in recent versions, including 
whitespace at guillemets. 


So it might indeed be a question of the used package version.
