Not always. I often noticed that LyX would produce the PDF even when
there some errors. Usually this happens, I think, when you first
compile a error-less version of the document (you could remove a a big
chunk of the document, and Undo after the compilation) and then
compile the document that contains the error. If you use a PDF viewer
that monitors the fs and automatically reloads a file upon change,
such as Evince, then you will notice that the new document will be in
the PDF viewer even if LyX generates an error. Just tried it and it
seems to work.

I tested it with Skim in MacOSX, and it worked (then keeping the viewer
open and recompiling with the "update" button).
Does not work if file is empty: the PDF file is then not opened; but
just putting a dummy character, compiling, then canceling the change and
recompiling do the trick.
It is a bit "dangerous" to erase the whole file though, even for
canceling the change after. Extra care should be taken when doing it.
But no more need to export the TeX file and compile outside.
