This is a good idea, and it wouldn't be that hard to do: (i) When we
open the file, set a Buffer flag if we have to convert from an older
format; (ii) when we try to save, check the flag, and pop a dialog if
it's set.

Could the flag simply be a read-only flag? Thus forcing users to "save as".

If the read-only flag is set, you can't even edit. That seems overkill.
