The instructions for vs2008 are gone from 2.0.0rc1, also at least
the files development\Win32\packaging\build_msvc*.bat were removed.
I thought that was for a reason, and haven't even tried. If vs2008
is still supported, please re-add the information about it.
How should I proceed with vs2008 without aforementioned files? Which
files from 2.0.0beta4 should I take?

Cygwin is not a solution for me, because it is non-native. Also I
have only minimal experience in compiling there.
