Yes. But I don't know if this is enough and legal. Is anybody able to tell this 
for sure?
E. g. the spanish language pack contains a README with a reference to 
http://www.gnu.org/licenses/lgpl.txt.
As I understand it we are allowed to use it but we have to ...
"give prominent notice with each copy of the 'Combined work' that the 'Library' 
is used in it".

Unfortunately one has to unpack the downloaded files to check the license... I 
did
1. download 
http://ftp.services.openoffice.org/pub/OpenOffice.org/contrib/dictionaries/es_ES-pack.zip
2. unpack it and
3. read the included README_es_ES.txt 
(content is different from 
http://ftp.services.openoffice.org/pub/OpenOffice.org/contrib/dictionaries/README_es_ES.txt!)
 

Perhaps the different components of the package have different license. 
The README says that LGPL license mentioned above holds for es_XX.aff and 
es_XX.dic. 
The included thesaurus is not mentioned.
