I doubt it. tex4ht is pretty fragile, as people's experience here shows.

Depends upon your needs. There are lots of options: html2latex is a very old one; elyxer is a newer one. All have their limitations.

LyX 2.0 will have "native" XHTML export and can be tested via the alpha releases. It has limitations, too, especially now, since it isn't done. But IMHO it is already "competitive" with the other options. One of its nicest features, which will appear shortly, will be that it will be very flexible about how math gets exported and even be able to "fall back" to exporting little pictures if it can't figure out how to do something better.
