What is the point of #C below?

Close|#CCc^[^M

This underlines the C of Close and activates the button when any of the keys 
"C", "c", ESC or RETURN are pressed.

Close|Cc^[^M

This has identical functionality. 

I've read the Popups file in development/Code_Rules, but am none the wiser. 
Do I need

Close|#C#cCc^[^M

to internationalise the shortcuts?
