In many cases, you do not want to use \vspace*: for example a section
heading which appears at the top of a page should not have extra space
above it.

Yes, John seems to have problems with the 'ChangeLog hack' :) Maybe
some perl hacker could write a script which sanitizes the ChangeLog
part of a patch...
