Thanks for that question John. Now I know why vfill above, vfill below,
pagebreak above, pagebreak below, did not give me a vertically centred
paragraph.
The only other word I can think of is "force," but another option is to
default the keep button to selected to make it more visible.

P.S. John's patch, xformspara.diff worked after I took out the ChangeLog
part because it would not apply and gave me malformed patch. The
parargraph stuff now all seems to work. Thanks John.
