My impression:
The outliner shows all the headings - and nothing more than the
headings. There you have an overview of the whole document, but no details.
The corkboard apparently shows only one level at a time (the chapters in
a book, or the sections in a chapter). But it gives much more
information on that level, as it shows some kind of summary as well as
the heading.
Moving stuff around will do the same in both cases, and could perhaps
use the same code to effect the move itself. But the user experience
will be different, due to the different amount of information available.
