I'd always assumed LyX could do that. It's a very expressive way of outlining,
an excellent enumeration method for documentation. It would be a nice extra
to be able to have some outlines in the doc follow the preceding protocol,
while others follow other protocols. It wouldn't be an earth shaking feature
like character styles, but it would be a pleasant extra.
LaTeX can do it, except for the fact that you're limited to four levels.
So LyX can do it, but not on screen. Though it will be able to, I think,
now, in 1.6.4.
