Your interpretation is wrong. This article talks about _full_ spaces inbetween macros, not thin spaces (which are not mentioned anywhere). If thin spaces are not available, one should use no space rather than a full space. Fortunately, however, LaTeX provides proper thin spaces. The (English) typographic literature I know (Bringhurst, Hochuli) generally recommend thin spaces (or no spaces, if thin spaces are not available) inbetween abbreviations > While correcting this, I saw that most of the cases "e.g." already didn't > use a space.
