Well...that's the class default, so they should learn to load T1 manually :)
My argument is that if you're going to load the CMSuper fonts by default, then you may as well load lmodern (for the standard classes, at the very least). Because certain (but fewer) non-American writers will run into trouble without lmodern, too!
But you're right; then you run into tricky cases where the class loads a different font by default, and it complicates the LyX code to check which font is selected. I can definitely see why you don't want to load LM by default.
