What is the situation now? Shall we fix memoir.layout and scr*.layout
so that they show properly sections as not justified?

Concerning possible changes to the standard classes, I would be
opposed to this. The book textclass should just be a faithful mirror
of what book.cls does. The standard latex classes tend to be ugly, but
applying patches to them is not the right solution. We could maybe
rename them like "book (legacy)" to deter people from using them :)
