Nope, the only classes I know of that fixes this (i.e., use ragged section headings) is memoir and koma-script:

Well LyX tries to follow the justification you'll get with LateX. If you mean to always ragged-right in LyX independently from LateX, then that's something else. I think there's already an enhencement request about that on bugzilla.
If LyX is intended to copy the style, then I'll write my request with that in mind. I might also request an interface to the titlesec package for customising section formatting. (Although you need different methods for koma and memoir. Sigh.)
