The page is redundant; it can be removed/redirected to home. If you really care about historical noise shove it on the wiki.

It was written when John Levon took on some consultancy work to implement change tracking on top of the existing stable version of LyX (1.3?) If memory serves, that work was folded into LyX 1.4. Thereafter, John's original implementation was rewritten from scratch in order to fix a host of conceptual problems by Michael Gerz (né Schmitt). That work made it into LyX 1.5.
