To put things differently: how are the news of http://www.lyx.org/News generated?

AFAICT, it goes like this:

* The wiki markup (:LyX_news:) and (:LyX_news_headlines:) is defined by
        .../cookbook/LyX/news.php
  which includes
        .../cookbook/LyX/news.inc
  which is a link to
        /home/lyx/www/www-user/news.inc
  which is manually created (is this accurate?).

* Finally the pages Web.News and Web.Home use this wiki markup.

This solution seems a bit silly to me... we could completely skip news.inc if we liked and just put it all in wiki pages. The advantage would be that when creating a new news item, you would edit a wiki page rather than HTML inside news.inc.

Should I think about some actual solution where we store[*] the source of the news items in a wiki page instead of in news.inc?

Is there some special purpose or additional use of these news items that I'm not aware of?

[*] There are several ways. If we prefer to have one news item per wiki page, it may even be possible to do it using just the standard pmwiki stuff (custom pagelist template). Or we could store all the news item on one page and have (:LyX_news_headlines:) extract information from that page.
