That's not correct. The answer of Georg convinced me. I wasn't aware that including files is currently not in every case possible and thus not acceptable. To please do the changes you porposed to handle babel well. That means:
- restore lyX 1.5's babel loading point - when hyperref, vietnamese, and or japanese is used, load babel at the position it currently is regards Uwe
