OK: it's very strange. A single protected-space-cross-reference won't cause a problem, but multiple ones do. (I tried importing my book into 1.6, which revealed the problem.) I've attached a small sample document which causes problems, but only because of the number of protected-space-cross-references.

OK, I've committed a fix for that, too. It actually had to do with the number of \InsetSpace's that needed conversion and nothing really to do with the cross references. But thanks for noticing.
