I suppose you meant to use pdflatex in PDF mode.

I'd like to see this implemented, if noone else will do it, I will. I need
this differentiation for my InsetGraphics, I need to know when to generate
EPS image and when a PNG image is needed.

The current solution of lyxrc.pdf_mode (or something like that) just
doesn't cut it.
