I would go one step further as the website doesn't only look somehow
confusing. Some might say that the design of the page is well
established, I would say that it just looks old and needs
refurbishment. I just had a look at the internet archive
(http://web.archive.org/web/*/http://lyx.org) and found out that the
current design hasn't changed for 7 years and in the first layout was
already very similar the current one.

My first impression of LyX, one or two years ago, was that the web
page looked very strange to me. I couldn't believe that the project
was well mantained and thought "maybe TeXnicCenter is a better
option". Then half a year ago a friend told me that LyX was really
good and I tried it without a look on the web page on the computers at
our university and was thrilled. After working the first time with LyX
I don't really care no more about the way the website looks.

I am pretty sure that LyX could reach a lot more users if the website
was professional, appealing and well structured (latter would include
the download link on the home page).
