Yes, but with a bit more ERT.
The fileformat change in trunk was made to make life easier and to save ERT. But most important, it removes the ugly \end{letter} tag from the address environment.

In LyX 1.5.4 you'll have to keep the address environment empty due to the hack and use ERT instead. This is not very intuitive. Nevertheless having the example files in LyX 1.5.4 would be an advantage as when you have them, writing serial letters with LyX is easy. Without them, it's really hard, as people have to find out the address environment trick.

Yes, because a letter can have parts behind the \end{letter} statement, see the serial letter example files I uploaded. Having such an environemt is no problem, other classes requires such an end tag as well, see for example the beamer class.
