Correct support would be that users with a Sanskrit keyboard can directly insert the Sanskrit characters. This is already supported by LyX. What is needed is that you can set up your document to a Sanskrit one, so that will LyX automatically load the devanagari LaTeX-package:

To be able to write Sanskrit with an English keyboard, create a keyboard map similar to the many we already ship with LyX. Switching to this map can easily be done by e.g. the F11 and F12-key. See this page for how this is done e.g. for Hebrew:

I don't understand what you mean by this.

In general, sending patches is better than forking. All LyXers should benefit from your work. A patch to support the devanagari-package is very welcome.
