I implemented JMarcs suggestion that the japanese packaeg is only loaded when a textclass doesn't already provide it.

And, when japanese-plain is used, it seems that we have to omit [english] option from \documentclass declaration, i.e. the line current output of jsarticle has

> \documentclass[english]{jsarticle}

but this must be changed to

> \documentclass{jsarticle}

otherwise output such as "Part I" remains English, not Japanese.

I furthermore disables the SJIS-plain encoding for now until we have better support for it using the needed conversion your described.
