"standard" is the key word yes. INI-like or XML is easy to parse and
is understood by a lot of application. Designing an UI to change an
XML or an INI file is easy. XML offers much more possibilities of
extension though. the layout-like format may be nice but we should get
rid of it together with the rc-like format. This reasonning is based
on the assumption that, once a GUI is implemented to cope with the GUI
settings, nobody will care anymore about the format in use. At this
point, XML is the clear winner.

Assuming the two choices are ini or xml, I fail to see the advantages
of xml for what we want to do.

Structured tree-like structure.

We could also use blender to render the
document on screen, while we are at it :)

XML _is_ simple when you are used to the syntax. When you have an editor that understand XML (and there's now a lot), it's even more simple to modify than INI; really, I mean it.

And don't forget that people are often thankful that LyX uses
easy-to-understand ascii formats, not things only a GUI can make sense
of.

I reckon that even more people (i.e. the majority) would be happier with a GUI to modify the GUI settings. I didn't do statistics but one of the most frequent questions on the user list is how to modify/add a shortcut.
