You are right that we don't need the latest versions of the packages. MiKTeX's update is start anyway at the end of the installation so people will be up to date.

Hum... is the automatic update on startup really necessary? Is it something that we could have control on anyway?

The installer will then be much bigger but then you have everything you need in one bundle.

Well, that's the objective of the bundle package isn't it? ;-)
