Just a correction, in case anyone ever references this again:

Actually, this is not correct. The language remains in effect within the scope in which it was set, and is reset to the document language at "\begin_layout Standard". So insets are behaving just like any other paragraph. This means the for two two consecutive paragraphs (just regular paragraphs, no insets or anything) which have the same language which is not the document language, the language is set explicitly inside each one.
