You mean like the paragraph settings dialog or any other dialog LyX has?

Not all dialogs but dock widgets that have vocation to stay visible all the time are certainly special. An the Toc Widget is certainly in this category.

You see this as natural from the programmer POV, but I am not sure it
is so clear from the user point of view.

The report was from a user ;-). And I happen to be a user too. FWIW, MS Word has it in the View menu: "View -> Document Map".


What about renaming the entry
as "Outline" or "Show outline"?

"Show Outline" is probably fine but means something else in MS word. The problem is that our TocWidget combines the "Map" and "Outline" functionality of MS Word (and it is _much_ better if you ask me :-)). I think I'd prefer "Document Map" as this is what the user expect, visually speaking.

I think that, seeing what the current menu structure is, the most
reasonable place is in Document. Now, it would be possible for
example to remove the Document menu altogether, but the requires
thorough design and a lot of thought. Not for 1.5 IMO.

Document has its place IMHO. But think a bit more about the View menu please.
