That would be a nice thing to have yes but not now. But you can do that
externally from LyX too. If you're interesting in doing something like
this, you can borrow the code that parse the toolbar and menu definition
file from LyX code and create a standalone Qt app that can modify these
files. Then, when it's working reliably we can integrate it back into LyX.
I guess we could even create a SVN subproject in lib/development for
this kind of tools.
