Well, nobody stops you from defining it as \def\x#1#2#3{#1+#2+#3} if that is what you expect. The order in cursor navigation is the order of the arguments. That's what I find reasonable.
I agree that there are certainly cases (non-linear ones for example) where it is not that easy. Maybe it's not a bad idea to introduce "inline macros" and "unfolding macros".
