Have you had the chance of having a look at the requirements for an installer on Windows Vista? At least for Vista certification this means .msi (or some special kind of hit-and-run kind of installer that's not really useful for much more that a couple of help files or such) and sticking to a couple of rules that does not make overly much sense to someone still in the posession of his brain.
