Well, the labels (which are an existing latex construct, but also
anchors in docbook I guess) can be seen as bookmarks that are saved
with the document. Currently Insert>Crossrefs is the main way to
navigate through them [go to label is useful when the cursor is next
to the corresponding xref inset].

I understand that labels are not a replacement for bookmarks now. But
if we are going to create a whole new class of named bookmarks, I
think we should think this globally together with labels. I am not
sure how; it may even be that after thinking about it, we'll conclude
that they should remain separate. But this is an instance where our
interface should be designed, not just implemented.
