I once experimentally implemented a bookmark type based on numbered paragraphs. Think float captions with a number in front of them, that do not generate any LaTeX but appear in a List of Floats. I.e., a new "special" float type. Navigation is done through the navigation menu. The merit of this approach would be that you 1) get bookmark texts for free, and 2) they are persistent without any special effort.
