I think this depends on whether the caption inset is easy to implement.
LyXText::breakParagraph() is a tricky (note that it calls another breakParagraph()!). Adding some special caption stuff to it doesn't make it simpler.
Your patch looks like a short-term solution that won't survive the next major release. Personally, I would prefer a caption inset to support clarity of the code. I even volunteer to stress-test it, in order to convince José.
