Yes, as I wrote: tex2lyx almost completely ignores encodings.

Yes, that is possible, but it does not matter since tex2lyx is also for 
importing foreign TeX files, and those can be in utf8 since a couple of 
years.

Tex2lyx is currently several file format versions behind LyX, but I don't 
know if it makes sense to work on that. If José is really serious with 
reimplementing it in python then it does not make sense to do anything 
else than simple bugfixes with the current code.
I am however not sure whether it is really a good idea to reimplement 
tex2lyx, because that will be a lof of work, and although I agree that 
several things can be done more elegantly in python I doubt that the 
benefit will be so big that it is worth the effort.
