It will indeed setup the old things LyX 1.3.7 and 1.4.1 in C:\Aspell. That won't work with more recent versions.
If you like to keep everything in C:\Aspell, copy everything inside C:\Aspell\lib\aspell-0.60 to C:\Aspell\Dictionaries.
