Thanks, I'll do some tests to get closer to the problem.
Me neither, but it does a useful job. The problem is that if you "fix" DVI
viewers to interpret ps filenames reading "test file" to strip the quotes,
then that is a nonstandard extension to the DVI file format. If you send
such a file to somebody else you cannot be sure whether it works on his
machine.
OK I didn't know that this is would be a nonstandard extension. I'll
have the MiKTeX developer how he solved this.

I can only speak for Windows, because there we have:
- MiKTeX 2.4 and 2.5: both won't any longer work with clean_dvi
- TeXLive (various version tested): it never worked for me with
clean_dvi
clean_dvi fix a path name with spaces bug but introduces some new bugs
and especially bug 2835
http://bugzilla.lyx.org/show_bug.cgi?id=2835
shows that it introduces a new spaces bug.
So your proposal:

is after thinking about it the only possible solution. But I must admit
that I don't know the technical details how to do it.
Btw. Why does the problem don't appear with teTeX? What is its current
content of hyperref.cfg?
