NeedsTeXFormat support

I tried to import a LaTeX file with this very reasonable beginning:

    \NeedsTeXFormat{LaTeX2e}[1995/12/01] %for \texttrademark
    \documentclass{article}


But reLyX said, "Uncommented text before \documentclass command ignored!"

It should understand the \NeedsTeXFormat command.  It would be great
if it compared the requested version with what the site actually
has (which could be cached in lynxrc.defaults), but even ignoring the
command would be an improvement.

I have LyX 1.0.3.
