In LyX 1.2, there will probably be some foldable boxes suitable for
that. In the meantime, you can add something like
 \renewenvironment{\comment}{\textbf{Comment:} \itfamily}{}
in the latex preamble when you want your comments printed.

It would be nice indeed, but for this we should explicitely attach
labels to the paragraphs (currently they are only insets in the
paragraph). Then we would have to find reasonable names for these
labels.

I think that being forced to chose a label name is good in the long
run, if you chose meaningful names.
