OK, I removed algorithmic in the preamble & text, and saw that the
fact that the second page does not come out as expected is due to the
fact that you have put all the text in sans serif font %-| To be more
precise, if you just reset the font setting of the second section to
default (which will not change much however since sans serif small
caps do not exist), the error goes away. You can also change section
to Section*, which removes the problem.

I guess that the problem is related to the fact that LyX tries to
write the header info to the .aux file (for table of contents and
headers). At some time, it gets caught in a recursive loop.

I do not know what advice to give here. This is an obscure LaTeX bug,
probably due to an interaction between the section and the float. You
can try to move the first figure of second section to a different
place. I do not think the problem is in ams class, but rather in
LaTeX. Hoverver, it is very difficult to pinpoint.
