Sounds reasonable.  I just tested:
Open another application, give it the focus, then move the cursor into
the IDL window -> the other aplication keeps the input focus.

But that won't be too much a help, then, as some (most?) of the pop-up
panels do want the input focus, no? (at least most of them have
keyboard-shortcuts defined)
