I don't understand what you mean. LyX already looks in two places: its
data dir and the user's data dir. You can select where the data dir is
with LYX_DIR_10x. Do you mean that you would like a *third* place
where LyX should look, like emacs' site-lisp? That seems a bit
overkill to me.

PS: in any case, if the question was: can lyx use complete kpathsea
database support, the answer is probably ``No'' :)
