I realised that a computer where this just works has the latest Firefox which I downloaded from the Firefox website (now 80.0.1). Instead of the ESR version supplied with Debian (68.11.0esr). So I installed the same version on my machine where it is not working, and encountered exactly the same issue, with a brand new profile also.
