Whatever works best in the use case, of course, but from "man ifrename": "Ifrename must be run before interfaces are brought up, which is why it's mostly useful in various scripts (init, hotplug) but is seldom used directly by the user." Sounds like mdev will be worth a look once it matures a bit. (Will have to try to remember.)
